He is a master of almost all branches of science, from the usual chemistry, biology, geology to even the much more advanced studies of nuclear physics and robotics. His knowledge of technology is no less perfect and he is known to have created many a unique weapon in his cauldron of insanity.
Personality:
To fully summarize Norman's personality would be the equivalent of trying to decipher ancient languages; it is by no means a easy task. On a human side, Norman is a stern and over-possesed workaholic whom is so bent on success that nothing can truly tie him down. He posseses a amazing amount of sheer determination and will-power, and often shows little to no compassion; even to his son. His attitude towards his son is a mystery, he treats him with a cold shoulder and bullies him, however, some see this as his inability to show true compassionate love.
Now that we've dealt with the normal side of Norman, let's get into the sadistic and insane side. Due to the serum's effects on Norman's mentality; he could quite possibly be considered clinically insane. He reguarly seems to converse with himself, and even goes as far to change his tone and voice when he is portraying the other person he is talking to. However, he does not believe he is talking to himself, in his mind, he is conversing with the Goblin. This isn't a battle for host supremacy of the body, no, the Goblin is the creation of Norman's mind having suffered immense levels of stress and tragedy. As far as this side of Norman goes, it is nothing less than absolutely insane. He shows no qualms about tossing a explosive pumpkin into the face of a innocent civillian, nor does he see anything wrong with dangling a schoolbus of innocent children off a bridge. He gains some form of sick pleasure causing nothing but psychotic destruction.

His strength allows him to lift 4 tons at optimal capacity. His reflexes, speed and agility are so profound that it is sometimes asked whether or not he even needs the weaponry that he uses.
Intellect - Osborn's intellect has been greatly enhanced, augmenting his aptitude for genetics, robotics, engineering, and applied chemistry...at the cost of his sanity.
Armor - Osborn doesn't tote much protection, but the green fabric of his Goblin Suit is a strong material that is identical to a Kevlar Chestplate. It is light and allows for easy flexible movement; plus, it drastically reduces bullet damage.
Weaponry - Well this is the exciting part, isn't it? Let's give a brief list of what he carries around with him.
- Concussive, smoke, gas and incendiary "pumpkin" bombs
- Gloves capable of channeling pulsed discharges of up to 10,000 volts of high-frequency electric power
- Specially designed gas that can nullify most Hero's 'senses'. Such as Spiderman's Spider sense and Daredevil's radar.
- Glider which can be both manually and remote controlled. Glider holds two pronged blades at the nose and contains a number of reserve ammunitions for the Goblin. Not to mention other gimmicks...
Goblin's pumpkin bombs are a trademark sign of the Super criminal, and have instilled fear into the hearts of many a citizen. Usually only containing some form of smoke or gas, he has been known to throw purely explosive pumpkin bombs which have the same impact force of a plastic explosive. As far as the gas and smoke goes, the gas is generally only a form of strong tear gas, but if the situation calls for it, he has been known to throw bombs with hallucenogic properties that leave the victim completely unstable.
When in close combat situations, the Goblin has a little trick literally up his sleeve. His gloves can channel up to 10,000 colts of high-frequency electric energy that can quite easily kill a normal human being if applied for too long. This trick is controlled by the Goblin through a button located towards the base of his palm which he can activate at any given time.
As far as the gas goes, it is effectively a very light dosage of hallucenogic gas that mildly disorients the victim, but also causes the nose and eyes to begin to burn, akin to tear gas. This weapon can effectively render a hero's sense utterly useless.
And finally, the glider. The Glider is a Oscorp industry weapon that is made of substance similar to titanium alloy. The glider is kept in the air by a small cylinder rocket engine, similar to what you might find on a shuttle; but not to that magnitude. Due to its rather wing like design, it is very easily stabilised during flight and is not liable to being affected by wind or speed changes. As far as the technology goes, it has a inbuilt A.I system that is found in most combat aircraft. It does not talk like Stark's suit does, but it nonetheless warns Norman of any threats, whether it be externally or internally. The glider cannot read Osborn's mental commands, but he has learnt to manually pilot the machine and he also has a means to program comands into it via a remote control located on his right forearm. The Glider has two titanium blades that can be used to ram and impale any opposing foes.

Despite his amazing conditioning, Osborn doesn't know any fighting styles aside from the knowledge of how to punch someone in the face. If he went toe to toe with a martial artist like Daredevil, even with all his strength, speed and reflxes, he would ultimately go down.
The weapons that Goblin carries around with him aren't unlimited, and he usually does not pack many into his trademark sash. Even with the emergency storage the glider has, he could in fact run out and be left without his precious pumpkin bombs.

In the wake of this scandal, Quest Aerospace (Oscorp's Rival Business) was named the official head of biological weaponry for the United States Military, stealing Oscorp's thunder. From this day forward, Norman Osborn and the Green Goblin realised they had a common enemy.
In the wake of the scandal regarding Osborn supposedly using samples of the Mutant gene in its enhancers; Osborn knew he had to somehow cement his innocence and save his business from tumbling down. Immediatley publicly declaring his support for the anti-mutant movement declared by Senator Kelly, he became the leading financial supporter of the Senator and his upcoming processes in which to contain a possible mutant threat. Having earned some public brownie points, his company was saved from the dangle off a cliff, but Norman Osborn knew his road to victory didn't end there. Norman Osborn had done his job, but the Goblin, the Goblin still had some unfinished business with Quest and The Daily Bugle.
