While he could only bring limited equipment with him from the future, he is able to build weapons centuries ahead of what anyone else can, if he can get his hands on the right technology. 40th century education has left him very knowledgeable in mechanics, and considers 21st century mechanics and most levels of engineering to be childsplay. Thanks to a healthy lifestyle and the advancements of 40th century medicine, Cable is as healthy and fit as a twenty give year old man who engages in regular intensive exercise, despite his age. He also has decades of military experience, and is a skilled leader and strategist.

Cable is a warrior born and bred, literally. He does have the benefit that, when his creators were trying to create the ultimate warrior, they were aware humanity was an important part of what would make him the champion they need. As such, while he is perfectly comfortable jumping out a moving car so he can perform some extravagant leap before opening fire on a variety of people, he just as comfortable when he doesn't need to be doing such things.

Psychic: Cable has the potential for vast psionic power, both in telekinesis and telepathy, but the need to dedicate both to holding back the TO virus has, for all intents and purposes, crippled. At his current state, he can use his telepathy to read thoughts, send messages, use psychic suggestions to cause people to change their opinions on something or "suddenly come up with an idea." He's capable of various other minor psionic abilities. With his telekinesis, he can create forcefields able to hold off gunfire, minor explosions or lift up to a ton. His central nervous system has been enhanced to the point that he can dodge bullets in flight.
The TO Virus is not just a burden, the portion of his body that's been converted into organic metal (the left shoulder, arm and left side of torso) has increased durability and strength, allowing that arm to lift or strike with the force of 5 tons. and his techno-organic eye gives him enhanced eyesight, allowing him to see further than a normal human and in the infrared spectrum. He is also able to interface his techno-organic body parts with machinery, using them to hack into computers, open electronic locks.
Weaknesses: Most of his body is still human, and he can be injured by all the normal means of harming a human.
TO Virus: The Techo Organic Virus threatens to overwhelm and consume him, he is forced to use up almost the entirety of his psychic ability to hold it in place. Not only does this cripple his powers, but also takes up some of his attention throughout the day, as he focuses on keeping a virus in check. If the virus does have the chance to spread further on, its an extremely painful process, and could easily incapacitate him.
From the future: Being from the future, Cable has no evidence of his existence in the world, no birth records, no social services, no passport, nothing. While he can sometimes use his telepathy to let him slip by somewhere, very often it results in him finding problems when he tries to travel or do anything involving the government.

Between war and a lack of responsibility on humanity's part towards taking care of the planet, Mother Earth had become grievously wounded. Natural resources were all but gone, population was horridly out of control and the sky was near blocked out due to the fumes and smoke let out by industry.
The planet was locked in ferocious war with the mutant Apocalypse, who had taken over vast amounts of the planet. An arms race between two caused massive fields of factories to appear, pumping out a constant supply of tanks, planes and other engines of war. Eventually, the Askani, the dominant religious body and vital part in the war against Apocalypse, knew they needed to create a warrior that could end it all. After scanning their libaries over and over again, chief scientists determined that the best gene's to use were from the Summers and Grey line.
Agents were sent through time, to collect the genetic material of two mutants, Scott Summers and Jean Grey, the agents posed as doctors, and collected genetic material when they administered flu vaccinations to both mutants, when they were just children. They travelled back to the future and the process of creating the child was put forward.
Cable was "born" from an artificial womb, and named "Nathan Christopher Charles Summers" in honour of both his heritage, and Professor Charles Xavier, a man of worshipped greatly as the father of modern mutants in the future. While the cloning process was highly successful, just after he was born the base came under attack, with Apocalypse personally leading the assault, he was driven off, but not before infecting the new born with a techo-organic virus. It threatened to overwhelm the baby, but psychics in the Askani managed to hold back and restrain it, a feat they'd continue to do until his own powers manifested. Nathan was raised by the Askani, like a group parentage more so then a particular pair of individuals assuming the role of mother and father.
While his upbringing was filled was nurturing love, as he was genuinely seen as a child to all in the Askani, it was also kept in mind that his whole life was building towards one specialist missions, and from his teenage years he was educated in the arts of war, both theory and practicality. From fifteen he was actively involved in small scale field missions, with the importance, and risk of his missions increasing dramatically over the years.
For decades Cable served as a top military agent, acting in a variety of roles, from field command to covert ops. Eventually, however, the time came when Cable had to go on his biggest mission. Cable had to travel back in time, back to the 21st century, so he could achieve two objectives, assassinate key individuals who would be directly involved, or parents to people who would be involved, in the rise of Apocalypse to power, and to eliminate people who would later on be involved in the X-men's defeat, so even if Apocalypse still managed to rise to power, there would be people ready to fight him in what would be consider unconventional methods.
Cable spent years studying the 21st century lifestyle and world, before eventually traveling back. However, attempts to establish a relay to organize transportation back to the future have met with failure, his only conclusion is that his activities in the 21st century have resulted in his future no longer existing in the way he knew, likely resulting in facilities and particular key individuals not being in place to receive his communications. Now, he must make a new life in this time line.
5 years spent traveling the 21st century led Cable to believe that the rise of Apocalypse was almost impossible to stop. Things he would have easily foreseen could not be prevented; such as the sudden war between humans and mutants and the desire to eradicate mutants. Like a typical soldier, he refused to give up and would fight to the last man. His only goal was to weaken Apocalypse's inevitable rise to power by rescuing key mutants with potentially omega level tendencies. His searches led him to discover a Canadian teenager named Jason Jacobs. Lost, and hunted by Apocalypses' servants, the young man produced signs of potentially and ironically, apocalyptic gifts.
Fighting off the servants of Apocalypse, Cable took the teenager in; but it wasn't over. They were in the mountains of Canada, and Cable wished to return him someone safe, such as the Xavier Institute. The journey back was a long and arduous one, that was littered with confrontations with mutants and beasts alike. Throughout this time, Cable and Jason became close companions, and Cable took it to his own responsibility to teach the kid how to properly use his powers without doing extreme levels of harm to himself.
Eventually reaching the Institute, Cable parted ways with the younger man, but not before giving him a old and rusty knife that would remind Jason of what he was fighting for. Cable still travels America, in search of more mutants to bring into protection and away from Apocalypse. His age, now beginning to catch up with him, is his biggest enemy, and he refuses to part from this world without seeing it off in a peaceful manner.
