Mutation.
It's a word that's all too often associated with 50s b-movies, bad sci-fis and comic books. That's presicely why it's been pressed onto the newest sub section of society. Yet, so far as most of the rest of the world is concerned, these mutants don't even exist outside of fiction.
The truth is, mutants have been growing in number since the 1800s, that's why Mulligan house was set up; in an attempt to keep the dangerous ones off the streets and keep the normal part of humanity safe. Nobody knows exactly where the funding comes from, nor who set it up. What they do know is that the organisation have ruthlessly been hunting down mutants who misuse their powers for more than a century.
That's all in the past now.
When the latest Administrator took over just over five years ago, the vendetta against mutants really began. Things aren't so grey coloured any more, he sees everything in black and white. Mutants are bad, all of them. They must be stopped, controlled and contained. More importantly, people need to be kept safe and ignorant of their existance.
Top of this priority list are the mutant children. Even more than mutant adults, he says, they need to be kept away from ordinary children to stop anything from happening. To that end, he set up Mulligan academy. A safe haven for parents to send the things their children had become...never to be heard from again.
Hundreds, if not thousands of mutants have been taken off the streets and locked away in hidded compounds, every one of their human rights stripped away from them the moment their powers manifest. Perhaps more sinister, Mulligan house is the world leader in Mutant research. The base of operations is known simply as The Annex. It's not a place anybody has ever seen and lived.
Life is not all doom for mutant kind, there have been breakouts in the past, mainly masterminded by the mysterious Outsiders. Nobody is really sure who they are, even Mulligan house seems to have a problem finding them. But they're also getting better at their control methods...and Mulligan house isn't happy with picking mutants off one by one anymore. Something big is coming and nobody is prepared for it.
Mutants want to do something about it and fight back. But they aren't organised. They're scared, they're running and just keeping alive is becoming an achievement at this point. Mulligan house is very good at what they do.
Things are looking grim, but they can only get better...right? Maybe, but NO GOOD DEED GOES UNPUNISHED.
